natural resources gifted to man. With the passage of time and
advancement in technology, the means of betterment of life have been
explored and implemented at many places. The resource availability and
need to harness have been felt by the community and at several places,
even without the interventions from outside. Certain areas are
deficient in such resource and are underdeveloped. The socio economic

Water is life, it is a gift of nature. The access and right to water is a natural basic right of all living beings....Water cannot to be treated as a commodity and traded for profit. People shall have the right to freedom from thirst and shall have adequate access to water for all of their sustainable living needs. Water is the sacred common heritage of the people to be nurtured, conserved, used sustainably and shared equitably.... Experiences all over the world reveal quite convincingly that water, which is "life", is being commodified privatized, and brought under corporate control. Water cannot be treated as private property or an asset to be bought and sold....

Different ethnic tribal groups namely
Kondhs, Gadavas, Konda Dora’s, Porojas, Bhotras and so many other social groups. These tribal groups have their own language of communication. However, Oriya is their state language. The tribes who have accepted the Hindu way of life, the assimilated, the

The district of Koraput in Orissa State is one of the largest districts in India......Koraput district is heavily populated with adhivasis and harijans. The total population according to 1971 census was about 20,43,281 of which 53.34 percent are adhivasis. Of the total population of the state, the adhivasi and harijan communities comprise of 38.21 percent (24.11% are adhivasis and 14.10% are harijans). has launched many scheme on development activities emphasizing
programmes to lower the gap between the rich and the poor and narrow
the disparity between the have and the have-nots in an orderly
systematic five year plans......No doubt, India has progressed to a
level to compete other developed nations in industrialization,
agriculture, science, technology, and modernization. On the contrary
majority of them are poverty striken, illiterates, ill health and

assisting the poor families in a view to improve their economic
